How Filipinos can get a conduct certificate (No Criminal Record) from Philippine Consulate, Dubai


Good Conduct Certificate for UAE Employment Visa starting from 04/02/2018

The Philippine Consulate-General in Dubai has set up an appointment system for Filipinos who need to secure a good conduct certificate required for their UAE work permits.

The good conduct certificate’s counterpart in the Philippines is the “No Criminal Record” issued by the National Bureau of Investigation (NBI), popularly known as NBI Clearance.

Applicants may visit www.dubaipcg.dfa.gov.ph and book an appointment at the NBI Clearance Fingerprinting Portal. This means applicants no longer need to visit a police station to give their rolled impressions as it can now be done at the consulate.

The other option is to do it by securing an NBI Form 5 and going to the nearest police station to get the rolled impressions. Once done, the applicant may return to the consulate to complete the process.

The process

Book an appointment

Visit the Notarials Section of the consulate on the date and time of appointment
Complete the NBI Form 5 and the Special Power of Attorney authorising your representative in the Philippines to submit your requirements to the NBI, the DFA, and the UAE Embassy in Manila

The consulate processor will take the fingerprints of the applicant

Pay the corresponding fees: Notarisation of SPA — Dh100; notarisation of NBI Clearance — Dh100

Come back on the date and time of release indicated in the receipt

Documents needed

Accomplished Special Power of Attorney (SPA), which may be downloaded from the consulate’s website

Original and photocopy of accomplished NBI application form

One 2x2 ID photo with white background to be attached in NBI Form 5

Four copies of applicant’s passport identification page

From February 4, 2018, a certificate good conduct will be required for expats who apply for work visa in the UAE.

The screening is applicable only to new work visas.

Expatriates applying for a job in the UAE must first obtain a certificate of good conduct in order to be issued a work permit. The new rule will take effect from February 4, 2018.

Expatriates who apply for work visa in the UAE must first obtain a certificate of good conduct — issued by either by his home country or the country where he lived for five years.

The certificate must then be attested by UAE diplomatic missions, or oversees Customer Happiness Centres at the Ministry of Foreign Affairs and International Cooperation.

The certificate is not required from those who come to the country on a visit,  tourist visa, Student Visa, Medical Treatment Visa, Mission Visa, Dependents and family Visa.

Q: Who does it apply for?

A: All employment visa applicants including domestic workers. If one has lived and worked in multiple countries in the past five years, a Certificate of Good Conduct from each country must be produced.

Q: What about residents?

A: Those born and raised in the UAE will not need a Good Conduct Certificate. However, those who spent some time in their home country, or another country, before applying for a job, must produce a Good Conduct Certificate.

Q: How long is a certificate valid for?

A: The certificate is valid for three months.

Q: What is a Work/Job Visa in UAE?

A: It allows the holder to enter and work in UAE for two years. Once the entry permit is issued, it is valid for two months to enter UAE. After entry, the sponsor has 60 days time to complete the formalities of Medical, Emirates ID, Health Insurance, Labour Contract and Visa Stamping. Job/work/Employment Visa is issued by residency departments to foreigners who wishes to work for a company in the UAE upon the approval of the Ministry of Human Resources and Emiratisation.

PCC for UAE Residents

With regard to dud cheque cases, the person involved in the case can get a good conduct certificate after the settlement of the case. The police will also allow the person to resolve the financial problems thereby giving him a chance to continue in the country. A large number of citizens and residents are involved in financial cases such as credit card and loan defaults. They too can apply for a conduct certificate after providing proof that they came across a new job opportunity and would like to pay the dues.
As the per UAE law, people who commit certain crimes will not be given good conduct certificates including involvement in murder, rape, drugs and other crimes, which are classified as serious.

Q: How to apply from outside of the UAE?

A:
If you reside in a different country, you must go to the police station there and get a fingerprint scanned, get attestation from that country's Ministry of Foreign Affairs, attest from UAE Embassy in that country and send it to Dubai Police or Police of other Emirate from which you need Police Clearance Certificate.
