Good Conduct Certificate for UAE Employment Visa starting from 04/02/2018

1. If the person comes from outside of the UAE, he/she has to bring the certificate from his/her home country.

2. If the person is inside UAE on a Tourist/Visit Visa, he/she should bring the certificate from the Embassy/Consulate of his/her country in UAE and it should be attested by UAE Ministry of Foreign Affairs.

3. If the person is inside UAE and obtains a Visa Transfer Permit, then no need Good Conduct Certificate. Only attach the cancelled visa copy instead of the certificate.

In all cases, the certificate should be attested by the Ministry of Foreign Affairs and the certificate should be either in Arabic or English.

Good conduct certificate no longer mandatory for jobs switch
Residents changing jobs in the UAE will not require a good conduct certificate. It is not a 'mandatory document' when they apply for a visa if they are in the UAE.

No need good conduct certificate for new Filipino and Indonesian domestic workers until June 2018.

Job seekers from Kerala can get a ‘police clearance certificate’ from district police chiefs.

Where to approach: Local police station, District police chief [Superintendent of Police (SP) in rural districts and City Police Commissioner in the cities.

How to apply?

Q: I have completed three years in Saudi Arabia and I have got Police Clearance Certificate from KSA. Can I use this certificate to get visa stamped from UAE Consulate in Kerala? Do I still need PCC from India?

A: No need PCC from India if you can get Ministry of Foreign Affairs attestation from UAE on KSA PCC. The same scenario was approved by UAE Consulate recently. But it is still under the discretion of Consular General. We strongly recommend you to show the documents to the Consulate officials and get the approval before you send it for UAE attestation.

Q: Is the certificate will be required for current job if I want to keep continue working in the same company?
A: No need PCC if you continue in the same company.


Q: If I change to new job, from where I get the certificate (home country or from UAE authorities)?
A: When you change visa, you can attach previous visa cancelled copy or you can get PCC from UAE Police.

Q: what is the validity of the certificate? (one time or for each job change)
A: PCC from India is valid for one year. PCC from UAE valid for 3 months.

From February 4, 2018, a certificate good conduct will be required for expats who apply for work visa in the UAE.

The screening is applicable only to new work visas.

Expatriates applying for a job in the UAE must first obtain a certificate of good conduct in order to be issued a work permit. The new rule will take effect from February 4, 2018.

Expatriates who apply for work visa in the UAE must first obtain a certificate of good conduct — issued by either by his home country or the country where he lived for five years.

The certificate must then be attested by UAE diplomatic missions, or oversees Customer Happiness Centres at the Ministry of Foreign Affairs and International Cooperation.

The certificate is not required from those who come to the country on a visit,  tourist visa, Student Visa, Medical Treatment Visa, Mission Visa, Dependents and family Visa.

Q: Who does it apply for?

A: All employment visa applicants including domestic workers. If one has lived and worked in multiple countries in the past five years, a Certificate of Good Conduct from each country must be produced.

Q: What about residents?

A: Those born and raised in the UAE will not need a Good Conduct Certificate. However, those who spent some time in their home country, or another country, before applying for a job, must produce a Good Conduct Certificate.

Q: How long is a certificate valid for?

A: The certificate is valid for three months.

Q: What is a Work/Job Visa in UAE?

A: It allows the holder to enter and work in UAE for two years. Once the entry permit is issued, it is valid for two months to enter UAE. After entry, the sponsor has 60 days time to complete the formalities of Medical, Emirates ID, Health Insurance, Labour Contract and Visa Stamping. Job/work/Employment Visa is issued by residency departments to foreigners who wishes to work for a company in the UAE upon the approval of the Ministry of Human Resources and Emiratisation.

PCC for UAE Residents

With regard to dud cheque cases, the person involved in the case can get a good conduct certificate after the settlement of the case. The police will also allow the person to resolve the financial problems thereby giving him a chance to continue in the country. A large number of citizens and residents are involved in financial cases such as credit card and loan defaults. They too can apply for a conduct certificate after providing proof that they came across a new job opportunity and would like to pay the dues.
As the per UAE law, people who commit certain crimes will not be given good conduct certificates including involvement in murder, rape, drugs and other crimes, which are classified as serious.

Q: How to apply from outside of the UAE?

A: If you reside in a different country, you must go to the police station there and get a fingerprint scanned, get attestation from that country's Ministry of Foreign Affairs, attest from UAE Embassy in that country and send it to Dubai Police or Police of other Emirate from which you need Police Clearance Certificate.
