Below 18 Years Old: Medical
Test not required for children below 18 years old. But if the
remaining period for 18 years is less than one month, you will
have to do Medical test for visa stamping.
Parents
above 75 years also not required Medical Fitness Certificate for their
residence visa renewal. Photocopy of first report can be used for next
three years.
New Visa
holder: Medical Test and visa stamping to be done within 60
days from the date of entry.
Renewal:
Medical Test and visa renewal to be done within 30 days from
the date of expiry. Employment visa holder's Labour Card to be renewed

Electronic Message: Medical
Fitness report will be sent to Immigration Department by the Clinic
electronically and the applicant will receive an SMS from the Clinic.
If the message is Medically Fit, the applicant can proceed to
Immigration for Visa Stamping with typed application. It is not
necessary to attach Original Medical Certificate for new family visa
stamping and renewal. For employment visa, original Medical Fitness

Deportable Diseases:
HIV/AIDS, Hepatitis-B and Pulmonary TB (old Pulmonary

Old TB or Active TB: UAE
ministerial decree No 28 of 2010 and Federal Law No 7 of 2008 indicate
that all newcomers found to have active or old pulmonary TB in a chest
X-ray are denied a fitness certificate since they are considered
‘unfit’ for residency.
Hepatitis B:
The category of workers, which include nannies,
housemaids, nursery and KG supervisors, beauticians and barbers,
health club workers, and food handlers, will have to undergo tests for
Hepatitis B and also for syphilis. Treatment will be given for
syphilis and the person will not be deported.
Vaccination: Those tested positive
for Hepatitis B will have to take three doses of vaccinations and show
proof that they have taken them. Workers have to show the vaccination
certificate at the time of renewal of their visa. The first dose of
vaccination will cost Dh50 and the two others are free of
charge.
Pregnancy Test:
Women workers, specially maids, nannies and
drivers, will be asked to undergo a pregnancy test which costs Dh50.

Q: What is Hepatitis C?
A: Hepatitis C is a liver disease
caused by the hepatitis C virus (HVC). The virus can cause both acute
and chronic hepatitis, ranging in severity from a mild illness lasting
a few weeks to a serious, lifelong illness.
The hepatitis C virus is a blood borne virus and the most common modes
of infection are through exposure to small quantities of blood. This
may happen through injection drug use, unsafe injection practices,
unsafe healthcare and the transfusion of unscreened blood and blood
products.
Free screening and treatment for hepatitis C is included under
the basic benefit plan of the Dubai Mandatory Health Insurance Scheme.

Lifting ban after pneumonia scars mistaken
for TB
Q: How can a medical ban be lifted? My wife had pneumonia a few
years back, which left a scar on her lungs. I had to send her to India
since she got a lifetime ban. Please advise.
A: Pursuant to your question, it may be noted that the Ministry
of Health may have treated the pneumonia scar as the tuberculosis scar
upon X-ray revelation of chest. The relevant provisions of the
Ministerial Order No. 28 of 2010 and the Federal Law No. 7/2008
specifically state that applications for new visas for persons with a
previous record of having suffered tuberculosis or presently suffering
from the disease are considered unfit by law for further processing.
Pursuant to this, all individuals seeking a residence/employment visa
in the UAE are required to undergo a compulsory medical examination.
It may be noted that the reports of the medical examination are
carefully scrutinised on a case to case basis. In cases where scars
are found on the lungs of an applicant, the reports are further
examined for incidence of tuberculosis or any other past or current
diseases the applicant had. Subsequently, the individuals confirmed to
having suffered from tuberculosis on a previous occasion are imposed a
lifetime ban.
In view of the foregoing, it may be noted that an immigration ban
imposed on a person having previously suffered from tuberculosis may
not be lifted subsequently. Since your wife's scar in lung is related
to pneumonia and not tuberculosis it is advised you that you may
approach the relevant health authority of repute in India and obtain a
medical report stating the scar on lungs of your wife is related to
previous illness of pneumonia. The same document should be legalised
by the authorities concerned in India and the UAE embassy of India and
subsequently the same needs to be attested by the Ministry of Foreign
Affairs, UAE.
The said certification may support your case in seeking a lifting of
the lifetime ban. The Ministry of Health may scrutinise this report
and may lift this ban if they are satisfied by this report.
However, you may contact the Ministry of Health and the office of the
General Directorate of Residency and Foreigners' Affairs for any
further queries that you may have in this regard. (KT)
Ban can't be lifted if TB scars found on
lungs
Q: I got an offer of employment from a UAE-based company in
2014. However, during the medical examination, an x-ray showed scars
on my lungs. Due to this, I was permanently banned from entering the
UAE. I consulted a doctor and was told that I had a tuberculosis
virus, but was cured. Only the scars remain.
The doctor told me I was as fit as any normal person. But a permanent
ban was imposed on me on basis of Ministerial Order No. 28/2010 and
Law No. 7/2008. Please let me know if this ban can be lifted.

The new resolution amends cabinet resolution
No 7 of 2008. (Effective from
27/01/2016)
Expat students enrolled with UAE universities, members of diplomatic
corps and leading investors will be allowed to apply for a new visa
even if they have scars from cured TB since they belong to
the exempt categories that also include spouses, parents and children
of current UAE residents.

HIV/Aids: Residence visa will not be
granted or renewed in case the result is positive.

Viral hepatitis: Tests restricted to those
coming to work in the UAE for the first time. Nannies,
housekeepers, domestic workers and supervisors at nurseries and
kindergartens will be tested for Hepatitis B during visa renewal too.

Those working in salons, beauty centres, health
clubs and sanitation workers will be subjected to tests for viral
Hepatitis B and C.

Visas will not be granted or renewed for positive
cases unless they change the purpose of request for residence visa.

All negative cases of new visa applicants from
the categories above will be vaccinated for the disease in three doses
and given a certificate to prove they have received the vaccine.

Negative cases need to produce certificate of
vaccination when renewing their residence visa.

Tuberculosis: Examination is limited to
lung tuberculosis.

New applicants with old pulmonary or active TB
are deemed unfit and not granted residence visa.

Residents renewing their residence visa found
having old or active pulmonary TB will be deemed medically fit, but
will be subjected to a follow-up by the department of preventive
medicine or equivalent government health bodies. In such cases, a
health fitness certificate stating ‘Subject to treatment’ will be
issued. This will give a one-year residence visa to the applicant
for the purpose of treatment. In the event of non-compliance, or
if the person misses three consecutive visits, he will be considered
unfit

In cases of TB with treatment-resistant bacteria,
the infected person will be subjected to treatment inside the country
to be cured and then, if deemed fit, will have residency renewed.
TB is curable
Tuberculosis (TB) is a contagious disease caused by bacteria that is
spread from person to person through microscopic droplets released
into the air. This can happen when someone with the untreated, active
form of tuberculosis coughs, speaks, sneezes, or spits.
"Active TB means the person is actually experiencing all the symptoms
of TB and the patient can spread the disease because it is
contagious," said Dr Hassan Shurie, Consultant and Head of Technical
Services in DHA's Medical Fitness Department."TB is 100 per cent
curable; however, absolute compliance to treatment and regular
follow-up is extremely important to treat the disease."
The combined symptoms of TB include but are not limited to coughing
that lasts two to three weeks, coughing blood, chest pain,
unintentional weight loss, fatigue, and fever mainly at night and
