Activity Description:Â Includes firms specialized in receiving and caring for children while their parents are absent.
Age Limit:Â children aging from 45 days to a maximum of four years are enrolled in nursery.
NOTE:Â As per the new rule, Ministry of Education’s approval is required for Nursery.
Special Approval: This business activity is subject to approval from Ministry of Social Affairs, Ministry of Education and Dubai Municipality (Department of Health and Public Safety).
General Rules:
+Â License owner and Manager should be UAE National.
+ Police Clearance Certificate for the owner and Manager.
Free Zone:Â License holder or partner shall be UAE national.
+ Nursery should be on ground or first floor. Children younger than 18 months must be on the ground floor and the building should be equipped with firefighting equipments.
Steps to Follow
+ Submit online application through Ministry of Social Affairs website.

+Â Education Certificate of the owner

+Â Undertaking letter in Arabic stating that you will appoint a UAE National as Manager

+Â Nursery License Application (available at Ministry on CD) singed by the applicant.
+Â Acquaintance Document/Introductory Statement (if any)

Name of Nursery:Â Three name choice should be given to Ministry of Social Affairs with Arabic translation.
Location & Building:Â Municipality and Civil Defense approval is required. Locations that have become industrial areas or labour housing are not allowed.
+ You need to make lease agreement (tenancy Contract) only after getting approval from Ministry of Social Affairs.
+Â You should present detailed operational, educational, and financial plan for the project.
+  After the approval from Ministry of Social Affairs, get approval from Ministry of Education. This is a new condition implemented recently.
New License Fee at Ministry of Social Affairs: Dh10,000
Renewal Fee:Â Dh5000Â Per Year.

DED) Approval
After getting approval from Ministry of Social Affairs, you should approach Department of Economic Development (DED) for license approval.

Initial Approval From DED: Take approval from DED Counter at Tas’heel Centre. Type (BR1) form, get signature of the owner and Manager and submit at DED. Form can be filled from Typing Centre.

Walk-in Submission facility is available at Tas’heel Centres or you can submit at DED Head Office, Business Village, Near Clock Tower, Deira, by taking online appointment to avoid long waiting.
Online Appointment: Create a new user account through MYID Website. You should have Emirates ID and Card Reader to complete the registration. After submitting required information, you will get a username and password. Self service counters are available at Tas’heel Centres, DED Business Village Branch, near Clock Tower, Karama Head post office and DEWA branches. After creating the account, enter DED site and make appointment. Submit the documents at the selected DED branch.
If you don’t have Emirates ID, you can use your local partner’s user ID to make appointment.
